It violates building safety/fire codes and isn't ADA compliant in every area where I am aware if the doors don't swing outward on a building and/or don't have locks that can be unlocked from the inside without a key. There may be exceptions on existing and/or private construction from before the codes went into effect or some other loopholes I am unaware, but all new construction on public buildings has to comply, at least in The United States. If they have door locks they are supposed to be lever locks and not knobs too, so that it's handicapped accessible. At least with a lever lock you can open it without touching the handle with your hands. How so many places are getting away with this is a mystery to me, but if you see what you believe to be violations, then I'd look up local building codes and report it. ADA compliance is federal, so if someone is in a wheelchair and doesn't have access in and out of rest rooms without assistance because of the door-lock situation, that's a good rule of thumb they ARE in violation.:thumbdown
